In a major move to crack down on smuggling, the Federal Board of Revenue (FBR) has introduced a powerful new initiative: the Customs Command Fund (CCF). This fund is designed to reward informers, boost frontline customs personnel, and enhance operational capabilities in Pakistanβs fight against illegal trade.
The new rules were officially notified via SRO.908(I)/2025, marking a clear push by the FBR to strengthen enforcement and intelligence gathering under the Customs Enforcement Collectorates.
π° What is the Customs Command Fund (CCF)?
The CCF is a dedicated fund established across Customs Enforcement Collectorates and the office of the Chief Collector of Customs (Enforcement). It will serve multiple critical functions:
π Key Uses of the Fund:
- Upfront cash rewards to informers (up to Rs. 500,000 per case)
- Support for intelligence gathering and undercover operations
- Logistics and transport expenses beyond regular budgets
- Safe storage and disposal of seized smuggled goods
- Safety gear, ration, and supplies for customs officers at check-posts, mobile squads, and Digital Enforcement Stations (DES)
ποΈ Special Rewards for Customs Heroes
The FBR isnβt just rewarding informersβitβs also recognizing the extraordinary efforts of its own enforcement officials.
CCF Committees will be empowered to approve special rewardsβup to two yearsβ basic salaryβfor customs officers who go above and beyond in:
- Tracing and seizing smuggled goods
- Conducting high-risk interdiction operations
- Investigating and prosecuting complex smuggling cases
βWeβre not just investing in equipmentβwe’re investing in people and intelligence,β an FBR official commented.
π Why This Matters
Smuggling not only hurts the national economy but also undermines legal businesses and public safety. With the establishment of the Customs Command Fund, FBR is taking proactive steps to:
- Incentivize citizens to report illegal activity
- Empower enforcement teams with better tools and logistics
- Build public-private cooperation in tackling smuggling networks
π§ Whatβs Next?
The initiative is expected to roll out swiftly across key regions, especially high-risk border areas and transit routes. With more eyes and ears on the ground, FBR hopes to clamp down harder on the illegal flow of goods.
